Payment Gateway by Role – Error

I have activated the Payment Gateway by Role feature.
The issue I have is the for example, a user has a role of customer so they can make purchases and pay directly when placing the order. I wanted to have BACS only available for approved customers. I activated by role feature and had a special customer role created. Now the issue is that Step 1. They created account and automatically became customer. Step 2. I manually added special customer role for them after they requested BACS payment method. The problem with this is that the gateway is not activated for them. So I then removed all the roles for that customer, then I added special customer role and customer role and then the BACS showed up. The roles are still the same but first time, the Special customer roles was added second and it didn’t work and when added first it does work. The customer needs both roles. One role is to apply relevant discounts and the special customer is only for those who have BACS activated.
I’m not sure why this issues exists.
