Hi MBR, Thnaks I did read your article as well as some of the other ones on your site. Once the step you covered is done, I’m presented with two options:

Option BCreate payment buttons using HTML
Can you provide the steps you took to create the account? Are you signing up for a Premier or a Business account?
No particular steps. Just followed the process to sign up for a business account.
It appears to be working even though it says the setup is incomplete.
All you have to do is create your PayPal account then use the e-mail address with this plugin.
I also recommend you to set up your PayPal IPN.

OK, I was starting to suspect that I was actually done, just seemed like there should be more to it. That and PayPal’s site claims I’m mid-setup. 🙂
