Thanks for posting. Pay Later options are typically provided by the payment gateway (such as Klarna, Clearpay, PayPal Pay Later, etc.), not WooCommerce core itself. Availability is usually restricted by country, currency, and customer location, so seeing it only when your IP resolves to the UK is expected if the provider supports UK customers only.
To help clarify this further, could you let us know which payment provider is offering the Pay Later option and which countries or currencies you want it available for?
In most cases, Buy Now Pay Later methods are only shown to customers in supported regions defined by the provider, and VPN-based testing can sometimes give inconsistent results depending on how eligibility is determined.
Once we know the provider, we can give more specific guidance.

Thanks for replying. I am using Clearpay, PayPal and Klarna by Woo for BNPL and it does only show for UK region so this can be a problem getting customers to use that outside the UK. It maybe that i will have to apply to them directly as these payments are in the woo payments module. Let me know if there is a solution for customers from other regions to see this offer.

This is expected behavior because Buy Now Pay Later methods like Clearpay, PayPal Pay Later, and Klarna are tied to the regions supported by each provider. Currently, they only display the option to customers in countries where the provider operates.
If you want to offer Pay Later to customers in other regions, you would need to check directly with each provider to see if they support your desired countries and currencies. Once a provider extends coverage, the options should then appear automatically in WooCommerce for eligible customers.
