password reset generates 404

Reset password link goes to /?page_id=11 which generates a 404 error.

I’ve cloned the site onto my local machine and remove all in one security and the link reverts back to /my-account/lost-password/

I am not hiding my back end.

Any ideas what is causing this?

I have AIO v 3.9.6
