Page outside the WP framework with WP header

I want my site to be mainly a WP site with a few tangent pages. I’d like these pages to have the same header as my wp pages. What do I need to call (and the code to do so) to get parameters like bloginfo() to work?
I have a php/mysql bookmarks manager that I like that makes a links page that I prefer to the WP sidebar links list. I’d like to include that as a linked page from my WP home and am tweeking it’s CSS and php pages to match. I there a better way to have ease of updating and adding links in the WP framework, or am I headed in the rignt direction? I want treed expandable links list to show up in the middle of my 3 column template.
My first Q about bloginfo() is the important one.
