Page Builder content gone after migration

After using the migration feature to duplicate our production environment to our test environment, pages appear correctly to public users but when admin’s try to edit an existing page the content and layout is not present under the page builder as though the page is blank thus leaving us unable to edit existing pages in the site targeted in the migration.
