Padding and margin values causing me responsiveness issues!!

Hi every one,
I need to (rebuild) a website using WordPress, I need the new website to look exactly the same as the previous one.

To have the exact location of elements as my previous website, I am playing a lot with margins and padding of sections, columns and widgets. Some are having negative values!!

This caused the content to overlap when I resize the browser, and the whole page becomes a mess!!!

So, how would I have exact location without messing up with the responsiveness!!
I there another way I am not aware of rather than playing with all padding and margin values !?
Please any hint or recommendation might help me!
