I have the same problem and did the change as you suggested and tried with different Display name components and it still saves the email as the display-name.
Anything else I should look after

Try to disable all third party plugins for investigation and try to disable standardize option at all.

I have tested as you suggested but still the same happens
When I save in the users page the display_name gets updated to the email

Issue was that user deleted default attribute Display Name from Settings/Data tab. Now issue resolved.
