outbound link page

This is my site http://www.appspakistan.com , I want to make transport page similar have http://www.cssdrive.com , click or mouse over on any image and you will find the URL redirected from transport.php?… Can we have similar plugin available? or anybody can help me? this is over all impacting in my Google PR, am i right?
