Outage Banner?

Hi all. I’m running a site for a bike park and throughout the season I’ll need to employ a status banner if one of the trails are closed for maintenance or whatever. Is there a plugin or a way to do this where the information can be sent via a cell phone or email? I would like a few people to be able to trigger the announcement on the website without having to log into the site and do it. Is this at all possible? Thanks.
