I would simply reinstall WordPress manually if I were you.
Try also to deactivate your plugins and switch to the 2012 theme. The error might be triggered by either a plugin or the theme you are using.

when I trigg at general —– (I don’t remember in english) down in the meny.
When I change the theme notheing happens.
My computer and internet is so slow so I don´t want to reinstall today. I already did today in many hours.
I hope I find an answer about the file not finished!
Perhaps somebody could send me the file wp-admin/options-general.php
I can not add attachment here in forum.
Download wordpress from main wordpress site and there you will find also your file.
Anyways better to reinstall all wordpress.

Jag laddade WordPress till en annan webbplas och där fungerade options-general.php!

I wrote in swedish that I fond the correct file when I download WordPress to another site.
