Only one defined language per user

Hi all, I have a small idea but I don’t know that is possible. I want assign to the user only one language which he operate in WordPress. In example userX can write posts only in english, userY can edit the same post only in frech and admin of course can edit this post in all language. Something like this is possible with qTranslate X?
