Not working in multisite

I just installed W3 Total Cache on a WP 4.0 subdomain multisite, with Amaxon Cloudfront pull, and though everything seems to work per the admin screens, only one of the subsites is actually mirrored.
W3 Total Cache only allows for network activation (ie it does not appear in the plugins lists of the sites if you don’t network activate it).
Why is it not working on all the sites in the network? In fact, the debug information does not even show up when viewing source on the sites.
