Sorry to hear you’re having troubles with it.
I just tested on WP 4.3 and there aren’t any issues or WP_DEBUG messages.
I have a few ideas of what it may be. Let’s start with this:
Did you include one or more of this plugin’s shortcodes on the page?
The shortcodes are displayed in bold on the wp-admin Plugins page.
You can also see them at https://wordpress.org/plugins/auto-terms-of-service-and-privacy-policy/
Please read the bold text on the plugin’s Description:
Enter your organization’s information in the plugin’s settings page. Then you can add your own page and use one of the 3 available shortcodes: [my_terms_of_service_and_privacy_policy], [my_terms_of_service], and/or [my_privacy_policy]
The plugin is not downloading properly for me. Adobe Dc is unable to open the file.

This plugin has nothing to do with PDFs. Maybe you’re getting confused by this plugin’s .zip file?
