non-latin permalink problem.

When active permalink strucure, non-latin post name or category shows “Sorry, no posts matched your criteria.”
It works great with latin language. but, it has problem with non-latin(like Chinese, Japanese, and Korean)
http://yourhome/wordpress/category/ä¸åœ‹èªž/ ==> shows “Sorry, no posts matched your criteria.”
any help?
