non-adminstrator can't add new user under multisite

    Hi there,

    I am working with a multisite and allow a new created role to view, edit, create and delete user. I have switched on the setting of “Allow non super administrators to create, edit, and delete users”.

    The new role can view, edit and remove user from his admin panel. However, he is not able to create a new user even there is add new exist. After click the add new button, it will show a message of “You do not have sufficient permissions to access this page.”. Please kindly advise how to solve this problem. Appreciate a lot for your help.
