The buttons that are used by our plugin are not buttons you can control with such a plugin. The plugin settings give some control over the shape, color and text that is being displayed, but when it comes to language control, this is all done on the PayPal server side.
When a customer goes to the site, our plugin gathers the details of a customer (IP, OS, browser, etc.) and send this to PayPal. On the server, they will analyze this and decide what language the buttons should be, and this will then be displayed in the iFrame our plugin uses to display the buttons.
We do have a feature request open to create an option to force/override one language, but that has still not been completed/prioritized. So for the time being, the current setup is the only one we can offer.

The override option for the payment buttons was included in the 2.4.1 release and will (for now) be all we can do for this issue. Please check the option and see if this helps you get a better situation for your site using this.
