Are those plugin pages custom post types? If so, go to Workflows -> Settings, Workflow tab and select the post type under the option – Show Workflow options for the following post/page types:
After doing so, “submit to workflow” will start appearing for these post types too.
Sorry I didn’t mention it but of course the post type was already selected in the settings.
Ah ha. The private pages are “privately published”. As a result, they come under the category for “published posts/pages”. The free version doesn’t have support for published posts. Published pages are only supported with the “Pro” version, where we allow the user to create a revision of the post. The revision flows through the workflow and then updates the original post once the revision is approved.
