I don’t know that plugin, when you open the customizer under appearance > customize do you see the save/publish button there?

As you can see: https://imgur.com/a/cboqTVc there is a save button, but if you push them there is no function behind the button.
From your screenshot, it shows that the massive dynamic plugin is overriding the WordPress core customizer interface. If it’s breaking/changing the way core WordPress is supposed to function I can’t do anything on my end but recommend you deactivate the plugin while you need access to the core customizer.
I suggest contacting the massive dynamic plugin support to see if they have a suggestion for turning their changes off while you need to access the customizer.
Since it’s not a free open plugin I can’t see the code.
