No objtrackeradmin capability

I figured this out. You have to manually add the capability by actually creating a new capability in Role Capabilities, Add Capability (in the right side bard), typeing ‘objtrackeradmin’ and then clicking Add to Role.

Then objtracker shows up in the Tools menu.

I originally thought the capability would already exist after the plugin was installed and activate would just need to click the capability to add it to a role.
