No Loading Animation

Why is it that while my site is still loading, the loading animation/icon (on the top left) is there is no? To better understand, please see the image that I underlined at this link: https://prnt.sc/u22ztu
It causes visitors to feel like my web appearance is completely like that and not loading, when in fact it is still loading
How do I keep the loading animation/icon visible until the page is fully loaded?
