I am unable to view the first URL you provided. Once I can view both I’ll review, but if everything is exactly the same on both sites there shouldn’t be any difference. I’m guessing there is something different on the 2 sites that is affecting the display, and I should be able to figure it out once I’m able to see the first site.

On your second site the “fusion-layout-column” div that contains the ticker has a margin-top of 10px which is pushing the ticker down. I’m not sure how your theme works, but it looks like it’s an inline style that’s probably set with css on that page in your admin. You’ll need to remove this 10px and everything should line up.
Thank you! One of those strange glitches that occur from time to time. 10px is not the default for the column and I have never set this, ever, yet it was mysteriously there.
