Hi StrayArrow,
So your browser is reporting “NO data received” or a blank page when you try to visit your newly created website or its admin (e.g., website/wp-admin/) section? And it’s reproducible 100 percent of the time?
If so, I would try using a different browser (possibly even computer and/or network) as a sanity check. But ultimately I would call your ISP and get their support folks to help out. That’s probably your best solution being that it was their software that installed/setup your new WordPress site. Because unless it’s some kind of browser issue (e.g., http://geeks.im/no-data-received-error-in-chrome/), my bet is that your ISP can help you out. Oh, and I did find two WordPress related discussions about others seeing the infamous “NO data received” message here that might be of help as well:
https://wordpress.org/support/topic/no-data-received-1

Hope this helps!
And when you’re talking with your ISP, or otherwise troubleshooting your site, be sure the site is box stock. That is, make sure there aren’t any additional plugins or themes that could be causing the issue. 🙂
Thank you Randy. I also suspect its an ISP or Hosting server issue not WordPress but I am just trying to get some additional info here.
I am trying to set this up for a client and its the first time i’ve encountered this.
I am trying to get the Hosting servcies here.
thank you.
