You don’t need any plan to use this functionality.
The button should be on the top of your Subscribers page and if it’s not there, it could be hidden by a banner. Can you please dismiss the EmbedPress banner to see if it helps?
You can also try adding this part to your site’s URL: wp-admin/admin.php?page=mailpoet-import#
