NextGen Gallery Menu Help

I am having issues with NextGen Gallery. Originally I was using thee plug in and the images were not appearing as thumbnails. I decided to deactivate and delete the plugin, clear my cache and re download the plugin. After this, Nextgen gallery would only have a “manage tags” dropdown with all other menu items such as add gallery, manage gallery, etc disappearing. Please advise on how this can be fixed.
