PHP SQL files

Hello All,

I do some web development, but I’m all but completely new to WordPress. I need to take over a previous developer’s site to make a few changes, and all I have are SQL files and a singular PHP file, which says “Access Denied” in Notepad++.

The organization is not technically savvy, and so I’m not sure they gave me everything I need to start.

What do I need to do to import this site into my locally installed WordPress, and to begin to make changes?
