So those mobile themes look to be just what I am looking for. But how are they applied so they only activate on mobile or tablets?

What mobile themes? Many work using media queries in the CSS – dependent on the browser window width.

The new mobile themes that are in the new updated version of WP.
How does one make them work on phones and tablets while keeping the regular theme on PCs? What am I missing?
Something big I would guess! 🙂

The new mobile themes that are in the new updated version of WP.

Twentythirteen is the only new theme and it’s doing it just as Andrew posted – it DOES show a different version on mobile vs. desktop.
