New users can’t access backend

Hi, I have a few different user roles already created and also use the plugin User Role Editor to create the roles and allow them access to our protected categories.
I have been trying to create a new user for staff to be able to read customer orders from the back end. However whenever I create a new user, they cannot get into the backend – the admin bar doesn’t come up and will just go to the homepage when adding /admin to the url. Are you able to help me with this please?
