“New User Default Role” Not working.

Hi all,
New to WP and have an issue with everyone that Registers on my site, they are automatically set to Administrator roll.

I go to Settings > General > New User Default Role… I change that to Customer… test by signing up on the site… but still the new user is set to Administrator. I went back and changed the Default role to Subscriber… but still, the new user is an Administrator.

Is there a Plugin that will fix this issue? If so, can you link me because I have not been able to find anything on this besides a few bits of code and I’m not to familiar with where to put any code in WP. So any help is appreciated.
