Hi, New to Ocean, added a stock theme called ‘stock version of ‘Jacob;, but I can’t find how to change the background image under the header, can’t find it anywhere? Where do I find it to swap it out?

In this case, you can edit the page with Elementor (from WP Dashboard > All Pages) find that section in Elementor and edit the page: https://postimg.cc/xcbB9Xw9 , in that section you can find the background image in styling settings in Elementor: https://elementor.com/help/section-overview/.

The header type is transparent, so that section is under the main header, to edit the header style you can follow these articles:
