Need users to be able to create new users

We’re creating a site that will allow Authors to create Subscribers. I’ve got the capabilities set for the Authors to add users, but can’t see a way for them to do it on the front end. I’ve found front end registration, but I need them to be able to register others from the front end, not themselves. Thanks in advance!
