Need help with custom plugin

Need help with some portions of a custom plugin. Users will register and potentially pay for events that are predefined by a site admin. Site admin can also manage a list of users/teams that can be manually added to given events. When a team is added to an event they will be added in a given age group (age groups predefined).

I have created custom post types with custom fields to handle all of the meta data about each event. I was also able to use custom taxonomies to handle adding teams to events in age groups. Need to be able to select from existing teams/users to be added. And the payment portion done.

I would like to be able to “export” the custom post type as a plugin that can be installed in other websites.

i do have a small budget for the changes that need to be made.
