I don’t think this plugin does everything that you need but it will be a good start

It doesn’t look like it’s being actively developed, but I’ve used this plugin in the past and it worked well:

I want to setup a way for visitors to my site to flag inappropriate or spam comments. I want a link available for each comment so that a visitor can flag any inappropriatethe comment. I’d like the behavior to mark the comment as spam if 3 people report it as spam or an inappropriate comment.
Any suggestions?
