Navigation Menu Issue

Hello. For some reason, on the home page of my website, I see multiple navigation menus. On my smart phone, when I go to one of the pages in the homepage navigation menu, the menu on the page I go to does not work. I tap on it and nothing appears.

I was looking into why this is happening. When I log into my WordPress Admin account on my phone or computer, the issue is fixed only on the device I log into my account on. I then asked my husband if he could still see the issue on his phone and he could. When I log out of the account and clear the cache the issue reappears.

I deleted the navigation menu, as a test. I did so on the computer. It deleted on the website on my computer, as expected. But I couldn’t see the change on my phone. So it seems that changes I make are not updating on all devices.

Could this be due to a recent update? I don’t know how long this has been occurring for.
