There’s nothing wrong. The subdirectories are virtual. Just like you don’t have a file called /about/ there’s no subfolder made.
What’s the actual problem?
When I create my sites in sites/addnew it seems like the site was creaetd
but when i come to the dashboard y receive a 403 message

You don’t have permission to access /en/ on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I am getting
Not Found
The requested URL /wordpress/test/wp-admin/ was not found on this server.
cms-wp – There shouldn’t be an /en/ folder. Delete that.
falen – Does the 404 look like a WordPress styled error or a generic server one? I’m assuming that test is the name of your site, so make sure there’s no folder with that name in the wordpress folder.
Also what’s in your .htaccess?
