Multisite settings page issue

Hi! We have an issue on client website which is better to handle on your side.

Basically we have a multisite. Developers have super admin accounts. Client editors/managers – regular admin accounts on each sub-site. The issue is that regular admin account (not super admin) doesn’t have access to VWO settings pages on sub-sites. It happens because on multisite instance admins don’t have create_users capability, only super admins have it. And we don’t want provide them super admin access. We made a work-around and decreased required cap for settings page to manage_options (which was also kinda tricky because of multisite).

Anyway maybe it will be helpful for plugin if you rethink how all this situation should be handled and how it should work in case of admins on multisite.
