Multisite setting

Hi,
Maybe the multisite setting is not working properly?
We have the following levels:
Level 1 = main page
domain.comSubpages 2 = Subdomain (Multisite)
site1.domain.comSubpages 3 = Subdomain (Multisite)
site2.domain.comAppointments set by level 1 are displayed everywhere. OK
But admins from the subpages can edit and delete categories, events from level 1?
Since level 1 is the boss, it should prevent everything below it from being deleted and edited.Am I in the wrong attitude?
my attitude: (Multisite settings (only for network administrators))+
Site owners may only post to the central calendar.
and
Subpage calendars show events from your local calendar.Thanks
