Multilingual plugin?

Is it possible to get some sort of plugin which works this way:

I create a mainpage, where the user can choose language ->
– If user chooses English, he will be directed into a design where the menu’s are written in English.
– If user chooses German, he will then be directed into the same disign, however the menu’s are in German.

I know I can create the pages in different languages, however I dont know how to “disable” some of the pages, when they should not be used…

Can anyone help me?
