Moving WordPress within your site

Ok, my brain is officially fried!!
I have followed the Moving WordPress within your site codex instructions to the letter but still cannot complete the move and get it to work satisfactorily – I received some good help yesterday on this forum with links to more ‘how to’ stuff – all saying pretty much the same thing – no joy.
My current wordpress blog has been changed to a static front/home page and sits within my hosts server as public_html/index. I want to move all files to the public_html and loose the index folder and reference.
take a look at http://www.windsorartscene.com
You’ll see the URL as http://www.windsorartscene.com/index – that’s what I want to loose.
I go to MYADMIN, log in – go to General change both URLs to http://www.windsorartscene.com and save changes.
I get a page 404 at this stage – no worries the instructions say.
I then move (not copy) all the files and subdirectories that are in the index folder to my public_html
Job done according to the instructions but am unable to access MYADMIN or my site.
I have checked the database on my server and the URL update in the Options file is correct.
Arrrrgggh!!! Can anyone help me get this sorted?
