Moving My WordPress Site to Another Server

Windows Server 2008 R2. IIS 7.0. WordPress 3.4.1.

I am currently developing a WP site on one server and want to move that development to another server (move the WordPress site). Moving the files in the site folder is easy enough. How do I move the database? Or better yet, are there detailed instructions on how to move everything related to the site so that it works on another server.
