moving blog doesn't work

I’ve been trying to move my blog to an entirely different URL, and as I am thinking of one day discontinuing the website it is currently hosted at I planned to move all of the files. I did this and after that changed the URL in the General Settings panel but my blog won’t show up on the new URL and the blog seems messed up on the old URL. Anyone know what’s happening? I have done this before, in this exact way (I think – it’s been a while!) and everything went smoothly.
