The spam messages were sent manually through your ads — specifically, from clicks on your ads placed across Google partner websites. This is often referred to as ad click fraud. This type of traffic is difficult to block automatically because it comes from real devices and users, but there are steps you can take to reduce such activity:
1. Remove Partner Websites from Your Ad Campaigns.
  Partner sites often deliver lower-quality traffic. You can disable them:

2. Exclude Mobile Apps in Google Ads.
