Mobile Menu Not Showing

Non-blog website. Cannot get mobile menu to show under any conditions. Have deleted and rebuilt the menus several times and can’t get the mobile menu to show even if it’s the only menu. No problems with the rest of theme and like it a lot. Don’t want to change themes unless I absolutely have to. When there are no menus installed the broken mobile menu still appears on mobile devices. Have installed and saved per instructions. Really looking for help here.
