missing visual editor with latest version of the plugin enabled

I am missing the visual editor buttons when I enable the latest version of this plugin.

When I enable it the firefox console is giving the error:
Failed to load: http://localhost/sbhblog/wp-content/plugins/easy-bootstrap-shortcodes/js/oscitas_dropdown_3_9.js

I looked in the js dir for the plugin and that file doesn’t exist.
