Missing Register Option when creating listing

When I try to add a listing the theme doesn’t have a ‘register’ option. just sign in.
If you look top right on link below you see sign in or register options as well as when you add a listing on the link below you have both options as well. only option on my site is sign in. Thanks for your time.

I have made sure the anyone can register box is checked.
