missing legacy core block spacing

I’m migrating a site, first time,

This image is my current site I am moving, legacy is the core block setting

Here’s the staged site not ready to be live, the yellow area I’ve not been able to track down as an error, I’m thinking I need the legacy setting but do not know how to add it, any ideas from anyone?
