How do I change the “No File Selected” label and the “Browse” button text used for the attachment field?

Hi unfortunately at the present that field cannot be changed.

Maybe my WPML can translate the strings, in which PHP files are these strings located?

Those are web browser buttons. The language will be whatever your web browser language is. and the words will be whatever your web browser maker wanted. We cannot change that
