Given that WordPress works on a server and browser I doubt that what you’re seeing has anything to do with your using a Mac. I do too (Firefox 2 on both OSX and Windows 2000) and I don’t see any differences between the operating systems.
I have “upload file” available in both.
I’ve no idea what you mean by “submit posts”. Do you mean that when you hit the Publish button the post doesn’t appear on the blog?
I’m also unclear what you’re trying to do with drafts. Who are the other people you’re hoping can see your drafts? Are they of the same user level or higher on your blog as you are? The drafts, I think, are meant just for saving posts you haven’t finished rather than some kind of collaborative tool, if that’s what you meant.
PS And you *really* should upgrade to 2.2.3. At the moment you’re wide open to hacking.
I’m not the one administrating the site, and I’m not familiar with WordPress so parts of my terminology may be off.
I do not have a publish button, nor an upload button. I had reservations with my operating system, but as I am the only on with a Mac, and the only one experiencing the problems, I can only assume that it is a bit more than coincidence.

We use WordPress blogs, write articles through Mac OS web browsers. We have written more than 850 articles in 15 months or so at one of the blogs. And we don’t have problems.

I’d suggest you re-upload the WordPress files. What you’re describing has nothing to do with the computer you’re using. There are probably missing or corrupted files.
