3. what’s your domain(site address)? Wp.com is free blog creator (yourblog.wordpress.com) and .org is providing WP software so that you can host own blog in any hosting.
1. Yes, under tools is says “Press this” no “settings”

if you want to edit the theme FILES go to dashboard->Appearances->editor
If you do not see that option, check what ROLE your user is set to (dashboard->Users)
You need to have a role of ‘administrator’ inorder to edit the theme.
Your site looks like it is hosted at hostgator
– There is no “Appearance”
– Under the Dashboard there is no “user”

When you are in the backend, there is a column on the left side of the screen,what are all the items you see in that column.

This tells me that your user is not an administrator and can’t make changes to the theme along with other things.
I suggest you contact the person who was formerly responsible for the site and get the admin’s login information.
If that is not possible, you could learn how to use phpMyAdmin and go look at the wp-user table to find out what user(s) have the roll of administrator. Then you could change that users password to allow you to log in and make the changes you need to make.
If that is beyond you, you need to tell the powers that be they need to pony up some money to hire someone to get you into the site so you can start learning what to do.
