Missing #comments anchor in comments template

Hi, I’ve just started using 1.5 and have noticed a minor issue but am not sure if my “fix” is either necessary or correct. I’ve searched but haven’t found any mention of this. Forgive me if this is old news.
On the main page of the blog, at the bottom of an entry, where it says “Posted in [category] | Edit | No Comments, the “no comments” link apparently is supposed to pull up the full permalink page of that article and then jump down to the named anchor of #comments. Problem is, there is no named anchor #comments, and so the permalink page pulls up and that’s it. You have to scroll down manually (such hard work) to get to the comments box. However, for entries that have comments, the Comments link works (not sure why, as there is still no #comments anchor to jump to).
I toyed with adding to the comments template just above:
<h3 id=”respond”>Leave a Reply</h3>
And this works for No Comments.
Using Kubrick. Any advice or explanation would be greatly appreciated. Thanks!
